VA Personal Auto Rate Increase (Bluestone Auto Only)

Effective Date: 4/01/24

Effective April 1, 2024, the RIC Virginia Personal Auto (Bluestone auto) rates will increase with an average rate impact of +14%. Most customers (around 80%) will see their rates impacted between +8% and +21%. The rate increase is driven by various factors, including elevated claim expenses, increasing costs related to auto repairs and replacements, higher medical bills, and our commitment to remain a strong and competitive organization.

NEW DISCOUNT AVAILABLE FOR SIX-MONTH POLICIES

We are also introducing a discount of up to 3% for six-month policies. The discount will automatically apply at new business and renewals for six-month RIC Virginia Personal Auto policies.

We wanted to inform you about some upcoming changes that will take effect on 4/1/24 regarding Rockingham Insurance Virginia Dwelling Properties rates.
 
In response to the current landscape of rising construction costs due to increased inflation, labor costs, weather volatility, and reinsurance costs, we have made adjustments to our rates. 
 
The changes will apply to following coverages:

Reminder-Personal Auto Rates are on the rise
 

Rockingham Insurance auto policyholders are beginning to receive renewals with rate increases and legislation impacts over the previous year. 
 
Our rate adjustments were driven by various factors, including elevated claim expenses, increasing costs related to auto repairs and replacements, higher medical bills, and our commitment remain a strong and competitive organization.
 
Recapping 2023 Rate Increases and Legislation Impacts:

  • Effective 11/1/23, RCC Virginia Personal Auto (Legacy auto) rates increased with an overall rate impact of +10%.
  • Effective 7/1/23, new and renewal Auto policies include UIM coverage per the new Virginia legislation. 
  • Effective 4/1/23, RIC Virginia Personal Auto (Bluestone) rates increased with an overall rate impact of +8%, and RCC Virginia Personal (Legacy auto) rates increased with an overall impact of +12%.

There has never been a more opportune moment to proactively transition your policyholders to the new Auto product available in the Bluestone application. Our new auto product has demonstrated competitiveness through our updated credit model, improved pricing structure, modernized vehicle symbols, and refined territorial considerations. Soon, all existing legacy policies will undergo conversion to the new product. Initiating proactive policy conversions is a valuable tool for enhancing customer retention and ensuring a positive customer experience, particularly in response to rate adjustments and other alterations in product/pricing within the legacy auto portfolio.
 
Rockingham Insurance is not alone in implementing auto rate increases. We share monthly competitive reports with snapshots of recent rate adjustments by our competitors, who are also in Virginia to help share the industry updates. UPDATE: VA Homeowners Policies (Coverage C)

The issue relating to VA Homeowners Policies and Coverage C featuring the HO1747 has been resolved. We are currently working to correct the policies that have already renewed. These customers will receive an updated declarations page along with an explanation of why they are receiving an updated declarations page. We will send a list of affected policies to each agency once all affected policies are fixed.

ROCKINGHAM INSURANCE AGENT ANNOUNCEMENT 
VA Homeowners Policies (Coverage C)

We have identified an issue with specific Virginia Homeowners policies, particularly concerning Personal Property (Coverage C) for policies featuring the HO1747 Replacement Cost Loss Settlement Terms – Personal Property – Virginia endorsement. Currently, policies are renewing with Personal Property coverage set at 50% of the Dwelling coverage, whereas they should be renewing at 70% of the Dwelling Coverage.
 
Our IT department is actively investigating and working to pinpoint the root cause of this issue. It's important to note that this may pose challenges when attempting to make endorsement changes to homeowner’s policies renewing on and after 12/31/23 with the HO1747 Replacement Cost Loss Settlement Terms – Personal Property – Virginia endorsement.
 
Upon resolution, updated declarations pages will be promptly dispatched to the affected policyholders, accompanied by an agent communication update. We appreciate your patience in this matter.

Virginia Owner-Occupied Legislation Changes

LEGISLATION IMPACTS ON VIRGINIA OWNER-OCCUPIED DWELLINGS
On January 1, 2022, the state of Virginia repealed the rules governing standards for the content of Fire Insurance or Fire Insurance in Combination with Other Coverage (14VAC5-340) and replaced with two new chapters. The two new chapters (14VAC5-341 and 14VAC5-342) establish new regulations and minimum standards insurers must follow for the content of insurance policies for owner-occupied dwellings.  
Insurance companies must comply with the new regulations and adapt the two new chapters by December 31, 2023. After numerous discussions with state regulators, for Rockingham Insurance to comply with the new regulations, we are taking the following actions on and after December 31, 2023:

  • Discontinue our Virginia HO2 offering (new and renewal).
  • Discontinue offering Virginia owner-occupied Dwelling Properties policies (new and renewal).
  • Update our Virginia HO3, HO4, HO5, and HO6 manuals, contracts, and coverages (new and renewal).
  • Update our Mobile Home guidelines restricting mobile homes considered 'real property.'

 
Impact on Current Virginia Homeowners Policies:
All current Virginia Homeowner policies' coverage forms will be automatically updated with their renewals effective on and after December 31, 2023. All new business and renewal packets will include the updated forms. Key change summaries for the HO3, HO4, HO5, and HO6 contracts and coverages have been uploaded to the Agent Extranet under Documents – Reference. These key change documents will also be included in renewal packets for HO3, HO4, HO5, and HO6 policies that renew on or after December 31, 2023. Please read the entire policy and endorsements, for complete details on these changes. If there are any conflicts between the brief outline and the policy forms, the policy provisions apply. 
 
We're offering optional information sessions in December to review the changes to the forms and underwriting guidelines. In addition, the new forms will be available on the Agent Extranet.
 
FAQs:
When will this law go into effect?
The new minimum standards will apply to all new and renewal business for Virginia insurers on and after December 31, 2023.
Do all insurance companies need to follow the new minimum standards?
The new minimum standards apply to most insurers licensed to do business in Virginia. However, they do not apply to specific cases, such as lender-placed insurance, owner-occupied farms, certain manufactured homes, residual markets, surplus lines insurers, policies primarily insuring renters' personal property, and mutual assessment property and casualty insurers.
How does this impact course of construction/builder's risk policies if the insured intends to occupy once complete?
Course of Construction/Builder's Risk will still be available under the Dwelling Property program. However, once the insured occupies the home, the policy will need to be rewritten to the Homeowner's program. Please set Occupancy to "Tenant" and Residence to "Under Construction (New)" in Bluestone.
What if my customer does not want their owner-occupied property to meet the minimum standards?
Unfortunately, the state of Virginia does not provide an option to exempt properties from the new regulations. Rockingham Insurance must follow the minimum standards to remain compliant with state regulations.
Does this apply to secondary/seasonal residences?
Yes, secondary/seasonal residences will need to be insured under the HO program to meet the minimum standards.
What will happen to my clients who have HO2 policies?
When an HO2 policy is renewed on or after December 31, 2023, it will be converted to an HO3 policy meeting the minimum standards.
What will happen with my clients who have an owner-occupied dwelling properties policy?
Since our dwelling properties program will not meet the owner-occupied minimum standards, we have begun to non-renew owner-occupied dwelling property policies on and after December 31, 2023. We previously provided agents with a list of their owner-occupied dwelling fire policies prior to September 1, 2023. If the dwelling is no longer owner-occupied, please submit an endorsement change to update the occupancy to 'tenant'. If the property is still owner-occupied and the policy meets our HO guidelines, we encourage you to rewrite those properties into one of our compliant programs.
What will happen with mobile/manufactured homes?
If the mobile/manufactured home is not considered real property, it will still be eligible under our mobile home program and/or our owner-occupied DP program. We currently do not have a product for mobile/manufactured homes converted to real property. There is not a way for Rockingham Insurance to know if a mobile/manufactured home is real property, so we will not be taking any action on owner-occupied mobile/manufactured homes currently in our DP or MO programs. On/after December 31, 2023, owner-occupied mobile homes that are not real property are still eligible for the MO or DP program.
When will Rockingham Insurance have a product for mobile/manufactured homes that are real property?
When the New VA Homeowners product is released, this new product will meet the minimum standards for real property mobile/manufactured homes.
What is real property?
Virginia Code 46.2-653-1 defines real property and explains the conversion of mobile/manufactured homes to real property.

Advance Quotes for VA Home RateRock


We are working diligently on updating our quoting system for our VA Homeowners product, including HO3, HO4, HO5, and HO6, to comply with the new VA legislation that needs to be effective 12/31/23. RateRock is still in the process of being updated, so we are asking all agents to not quote any new VA Homeowners business or changes with an effective date of 12/31/23 or later. Once RateRock is ready for VA Homeowners quotes and changes with effective dates on or after 12/31/23 we will send an updated announcement.
 
At the end of this month, be on the lookout for an agent announcement that will highlight the major changes to our VA Homeowners product. There will also be a few Q&A sessions in December and January to answer any questions.

JMU Athletic Department Employee Affinity Discount 

Effective Date: 9/8/23 

As part of the exciting announcement of Rockingham Insurance sponsorship of James Madison University Athletics and the designation of "The Official Insurance Partner of JMU Athletics," we are announcing that JMU Athletics Department employees are now eligible for a premium discount on RIC (Bluestone) Personal Auto.

VA Personal Auto Rate Stabilization Removal (Legacy Auto Only)

Effective Date: 11/01/23

 

On November 1, 2023, we will remove the current rate stabilization rule for the RCC Virginia Personal Auto (legacy auto) book. 
 
To better control rates and minimize disruption to these customers, we implemented a rate stabilization rule in December 2019 wherein a customer’s financial responsibility rating factor would not increase because of a lower credit score upon their renewal. This stabilization rule is being removed to achieve an accurate premium for the risk for this cohort of legacy customers.
 
This is an opportune time to proactively transition policyholders to the new Auto product available in the Bluestone application. Our new auto product has demonstrated competitiveness through our updated credit model, improved pricing structure, modernized vehicle symbols, and refined territorial considerations. Soon, all existing legacy policies will undergo conversion to the new product. Initiating proactive policy conversions is a valuable tool for enhancing customer retention and ensuring a positive customer experience, particularly in response to rate adjustments and other alterations in product/pricing within the legacy auto portfolio.

Effective November 1, 2023, the RCC Virginia Personal Auto (legacy auto) rates will increase with an overall rate impact of +10%.
 
This rate adjustment is driven by various factors, including elevated claim expenses, increasing costs related to auto repairs and replacements, higher medical bills, and our commitment to maintaining a competitive position and profitability.
 
Renewals with the increased rates effective 11/1/2023 and after will begin to be released starting around 9/17/2023 for RCC. Agents can review the Pre-Renewal Reports that are emailed to them for Legacy (Phoenix) rate increases of individual policies.  
 
It's important to emphasize that there has never been a more opportune moment to proactively transition your policyholders to the new Auto product available in the Bluestone application. Our new auto product has demonstrated competitiveness through our updated credit model, improved pricing structure, modernized vehicle symbols, and refined territorial considerations. Soon, all existing legacy policies will undergo conversion to the new product. Initiating proactive policy conversions is a valuable tool for enhancing customer retention and ensuring a positive customer experience, particularly in response to rate adjustments and other alterations in product/pricing within the legacy auto portfolio.

Bluestone Policy Administrative System Enhancements for Virginia Auto

Effective Date: 9/8/23

The following enhancements have been implemented in a Bluestone Policy Admin system upgrade.
 
You’ll see the following changes in Virginia Auto beginning 9/8/23:

  • Web Path Error for Electronic Documents  
    • A web path error has been corrected on the Electronic Document Delivery authorization document. After generating this document from correspondence, an error will no longer occur when finalizing the transaction.
  • RAPA Vehicle Symbols Error
    • If no symbols are found, the alert message has been updated to refer to Underwriting rather than stating that the vehicle is not eligible.

VA Personal Auto Reinstatement Process

Effective Date: 9/11/23

Effective September 11, 2023, Underwriting and Customer Experience will no longer allow reinstatements on legacy auto insurance policies who have been cancelled for more than 30 days or if they have had two or more reinstatements in the current policy period. Instead, we will require these reinstatement requests to be re-written to Rockingham Insurance Company (Bluestone). All policies must be written with a lapse in coverage.

 
Here are a few key points to note regarding this change:

  • Effective Date: The discontinuation of the above reinstatements on legacy auto insurance policies will take effect on September 11, 2023. Any reinstatement requests received on or after this date should be rewritten to RIC.
  • Rewriting Policies: For clients seeking reinstatement in the above situations on legacy auto insurance policies, you are required to rewrite their policies into RIC with a lapse in coverage. This will involve initiating a new application process and generating a new policy for the insured.
  • Underwriting: When the policy is being rewritten into Bluestone, we will allow same day binds and will not require photos of the vehicle. Please confirm with the client there is no existing damage/no losses. Please reach out to underwriting during the quote process for any necessary approvals.
  • Eligibility: The re-written policy must meet all other RIC eligibility requirements (number of accidents, violations, vehicle type, etc.).
  • All other reinstatement requests will still be reviewed on case-by-case basis. If you have any questions or need clarification regarding this update, please do not hesitate to reach out to underwriting management.

Bluestone Policy Administrative System Enhancements for Virginia Auto

The following enhancements have been implemented in a system upgrade. You’ll see the following changes in Virginia Auto beginning 8/25/23:
  • Auto ID Cards
    • Blank pages/space to be removed.
    • Added all active/rated drivers to ID Card.
  • Auto NBUS Application
    • Added term premium to the application (upper left corner, slightly larger font).
  • Paperwork Print
    • Corrections to printing instructions to allow documents to print on both sides.
